Liscense Framework
Any entity wanting to operate a public telecommunications network, provide telecommunications services, sell telecommunications equipment/terminal devices to the general public, or make use of scarce national spectrum or numbering resources, as defined by the Telecommunications Act 2007 and the Amended Telecommunications Licensing Authorization Regulations (LTA-REG-0001) is required to obtain a prior license or authorization from the Liberia Telecommunications Authority (LTA).
The LTA’s Licensing & Authorization Regulations (LTA-REG-001) establishes the processes and requirements for the licensing of telecommunications operators and service(s) and authorization for use of spectrum and numbering resources. A license is required for ownership, control or operation of a telecommunications network or provision of a telecommunications service in Liberia. An authorization is needed to operate a telecommunications network, or provide telecommunications or non-telecommunications service(s) which may require allocation of spectrum or numbering resources.
There are two main types of Licenses: Individual and Class licenses. Under each license category, there are several sub-segments and tiers of licenses.
- Individual License: is a license to establish or operate a public telecommunications network or facility necessary to provide telecommunications as specified in Schedule A (LTA-REG-0010).
- Class License: is a license issued for a duration of one (1) year to provide telecommunications/ICT services as specified in Schedules A and B (LTA-REG-0001).
- Authorization: is a permit authorizing an entity to establish and exploit telecommunication networks or to offer telecommunication services.
