The Telecommunications Act 2007 established the LTA as a Commission consisting of five (5) Commissioners appointed by the President of Liberia to oversee the operations of the LTA and to exercise the functions and powers of the LTA. One of the five appointed Commissioners is designated by the President to be Chairman, and thus heads the LTA, as defined in the Act. The appointment of Commissioners is subject to Senate confirmation. Board members serve a four-year term with eligibility for a second term of office.
