Licensing Procedures

Procedure and requirements for filing and processing an application for a License or Authorization are pursuant to the LTA’s Telecommunications Licensing Authorization Regulations (LTA-REG-0001).

Any entity wanting to operate a telecommunications network and provide services to the public, or make use of spectrum and numbering resources MUST apply for and obtain a prior Telecommunications License or Authorization from the LTA. All applications must be addressed to the Chairperson, Board of Commissioners of the LTA. The LTA reserves the right to accept or deny an application. Application Forms are available for download

The following general application procedure and requirements are being provided, in reference to applicable provisions of LTA’s Licensing Authorization Regulations (LTA-REG-0001):

1. Submit a Letter of Application or an Expression of Interest.
2. Complete and submit Application Form.
3. Pay and submit proof of payment of Application Fee (See Schedules: LTA-REG-001).
4. Applications should detail and provide information on the following:
   

  • Name, Address, and Contact Information of Applicant;
  • Type of License(s) or Authorization being applied for;
  • Information on telecommunications network, services, and where applicable, radio frequencies and numbering resources needed for service provisioning;
  • Business Registration and Articles of Incorporation;
  • Valid Tax Clearance (where applicable);
  • Business/Organization Profile;
  • Business and Technical Proposal.

Upon filing application in line with general procedure and requirements, the following would apply for an INDIVIDUAL LICENSE:

1. License Application Fee shall be paid upon filing of application;
2. The LTA shall upon receipt and review of application, notify the applicant within six (6) weeks of its request for additional information, if application is incomplete, or its decision to approve or reject the application;
3. Where application is approved, LTA may consult the applicant in drafting the terms and conditions of the License;
4. Upon meeting all requirements determined by LTA, an Individual License shall be issued by LTA under specified terms and conditions.

Upon filing application in line with applicable general procedure and
requirements, the following would apply for a CLASS LICENSE:

1. License Application Fee shall be paid upon filing of application;
2. The LTA shall upon receipt and review of application, notify the applicant within thirty (30) days of its request for additional information, if application is incomplete, or its decision to accept or reject the application;
3. Where application is approved, LTA may consult the applicant in drafting the terms and conditions of the License;
4. Upon approval of application and issuance of payment invoice by LTA, the Applicant is required to within six (6) weeks pay License and Regulatory Fee;
5. Upon meeting all requirements determined by LTA, a Class License shall be issued by LTA under specified terms and conditions.

Upon filing application in line with applicable general procedure and requirements, the following would apply for an AUTHORIZATION:

1. An Authorization Application Fee must be paid upon filing of application;
2. The LTA shall upon receipt and review of application, notify the applicant within six (6) weeks of its request for additional information, if application is incomplete, or its decision toapprove or reject the application;
3. Upon meeting all requirements determined by LTA, a An Authorization shall be issued by LTA under specified terms and conditions.
